Work level, I guess, but otherwise, yes, agree with your outline there I too am unsure about all the places that context goes: I think at least work and expression I think most important point is to be clear what exactly is meant by "context", otherwise we end up at cross-purposes ;-) I suspect that you could also FRBRize context I agree, we need to define context for the purpose of this model @Diane, yes, and those (intended user group, actual use event etc) are different things.
